I found this in a chest at /way 39.76 49.17 while doing the Scrying Stones quest. It wasn't up before I unlocked world quests, but after I unlocked the world quests for the zone the chest seems to appear. I have done this on 3 different characters now.

I was not lucky enough to get the Silver Knife during the scrying stones quest (and 5 other scrying stones later).--I was finally able to get this today in the Zin-Azshari zone from an already visible (no scrying stone required) ARCANE CHEST. Happy hunting! :)

Really a must do questline (a short one too) to unlock leyline and runes WQ in Nazjatar, as those are done now quite fast, and sometimes reward Manapearls too. Doing it on all my toons.
