Judging by the text description, this might be dropped by Palace Bosses in the future, but as of launch you have to buy them for 5 pearl each.

I have 1 of these drop from the very first summon from the depths event I did. Maybe they hotfixed it now because I never saw another drop.
Raid and world bosses up and still no report of any drops.

It seems the only way left is to get them with manapearls.
