I got this as a reward for the mission Les pinces de l’enfer. Inside was Arcanocristal benthique inférieur (among other things), which starts L’héritage du mage dément.

I am just posting this to say what everyone else has said with a newer time/date stamp. If you could give your war resources to any other mission it will do you more good than this item.
