As of the latest patch, 8.2.5, I am getting these while queuing as any role in leveling dungeons,regardless of call to arms for BfA.

So far just some green items appropriate for my level

Helping a friend do the War Campaign with the new party sync feature. Generally got one of these every quest I hand in.

On opening gives a 280 green that cannot be scrapped but can be sold/disenchanted.

I've been getting these from fighting Coren in the brewfest dungeon queue... i wasn't sure why i get them them and looking at the info here honestly i'm still not sure.

The thing i wanted to mention is that for some reason the green items in these don't seem to be collectable as appearances. I just got a cloak from today's cache with a unique shape i hadn't seen before (Travel-Worn Shawl) and it was not added to my wardrobe, nor is it even in there at all when i searched for it.
Kind of sad because it looks neat! I opened a ticket for this, if anything relevant comes of it i will add that here.

The ilvl of what you get out of one of these seems to be determined on pickup, not opening (item creation).

Had a chest I'd been saving since about level 78~ (104), opening it at level 86 still netted a 104, while a newly-gotten crate had 109.

Just loot them as you get them - no point hoarding them in hopes of a fresh outfit at higher levels.

I just wanted to add to the information posted here.

I got this while doing the Headless Horseman Boss for the Hallow's End holiday event.

It contained a green quality level appropriate (lvl 112) necklace.

I'm currently collecting the candy baskets for the Halloween event, and I'm carrying myself in an X-53 rocket on two accounts. Just for the hell of it, I decided to enable party sync in the quest log menu. It wasn't until I hit Silverpine Forest and Brill Tavern that I came across this screen showing that I may get a Salvaged Cache:

It's weird that not all candy buckets have this screen and I'm not sure what to make of it. I eventually did get a Salavaged Cache but it only contained , an item level 280 ring.

Been receiving these for pretty much every run doing Timewalking dungeons to level an alt from 100 to 110.
Got them regardless of whether I queued as Tank or DPS.
It is currently Hallow's End.
Notably, the items it includes (for me) are the same class-specific gear pieces you'd get from salvage in the WoD garrison (Edit: Heart-Lesion Helm for instance).

I got those twice in a row from Timewalking dungeons on my Demon Hunter, both times they were items that were (pretty big) upgrades to previous gear. So my guess is that you get this when the game sees you're behind in item level on an item and provides you with this. Again, it's a guess, it's happened twice in a row for me, though.

These come from the adventure sync feature that was mentioned by RandomDan. Also a reward from dungeons. Basically the higher character that has "Outleveled" a zone will have a chance to get these when completing quests in a synched party. A Super cool thing about Party Sync is you can get significant exp from killing stuff that would normally be grey. Like when you kill a rare in Hinterlands as a lvl 103 partied with a lvl 30ish and you are getting over 10k exp per kill. Quests and other trash mob kills are also scaled, but it's a bit hit and miss. Some quests are like 30k others not even 10k. It's a really neat feature they've added :)

Edit: While the gear scales to your lvl it isn't exactly "High End" (like a 110 would get ilvl 160 gear max from it.) It is worth noting that the gear that has appearances mimics what you get when you would create a class trial or use a character boost. Like DK's get the Heart-Lesion set. If you aren't upgraded so you can't make class trials and you want some of the appearances, this is an option into doing so. Also, you may receive order resources when completing quests accompanied by the cache or without the cache. Doing Julia Stevens' daily awarded me a cache and 99 order resources at level 110.

Worth notings as I use a quick quest addon and I never saw the text on the quest. The boxes are not 100% guaranteed. Its random if it will award them.

Keep getting "Item is locked" warning. Can't open it, move it, or delete it from my bags on multiple toons :(

Unsure if they are currently bugged or just at an extremely low drop chance. Easily cleared 30 or 40 quests that could've awarded one and have yet to receive a single one from Shadowlands quests.

I got 3 of those in my bag and can't open them, right clicking them makes them turn grey and then i can't move them and obviously can't get anything out of them. Logging out and back in makes them clickable and movable again, but if i try to open them, the same thing happens, wew

I just got one of these on a level 32 Monk after completing Slave Pens. No party sync at all. I'm lost... It rewarded me class oriented gear. Monk tmog items that were probably good back in the day.

Info on these is a bit scattered so just wanted to clarify how these can be obtained as per Dragonflight. When using the Party Sync option and doing quests these crates are randomly rewarded. They can drop for any party member not just the one whose level is lowered. I don't know if they will drop if the party members are all overlevelled for the content, I only saw them drop in BFA quests when I was trying to farm them.

In order to farm these for the Lame runique couverte de sang transmog I used a second account on my Blizzard account containing a lvl 60 DK which had not yet done any BFA content and synced with a Hunter on my main account who had. I parked the Hunter in a building in the same zone where I was questing and just went around questing normally on the DK. These crates drop randomly but I saw them on average every three or four quests. Note that the loot spec may influence the drops. I had my loot spec set to Frost and received four of the one handed sword but as soon as I changed it to Blood the two handed sword dropped.

For anyone wondering why to bother farming these the linked sword is a DK sword but has no class restrictions. It will only drop for a DK from these crates but once you have it you can transmog it on anyone who can use two handed swords.

Farmed these through random Burning Crusade dungeons while leveling. They didn't drop until lvl 30-32, don't remember exactly which, and then every dungeon i was getting one.
