Mini Nefarian is set to be obtained during the 15th Anniversary event.
Mini Nefarian teaches the battle pet Mini Nefarian.

While most of his abilities seem to be shared with several other battle pets, he does seem to have one unique one, as well as a very rare one.
While unique doesn't necessarily mean useful, these two abilities do seem fairly interesting, assuming you have an all-dragon(kin) battle pet team.

Appel du dragon is an ability seemingly all his own.
Remède draconique seems to be shared with just one other battle pet, Expérience abandonnée.

Mini Nefarian is reward from Cadeau d’anniversaire. As soon as the event goes live, you can log in and will receive the achievement 15e anniversaire de WoW, and an Cadeau d’anniversaire in your mail. In your gift you will receive:

Mini Nefarian - Gives the Mini Nefarian battle pet.
Paquet cadeau festif - Increases experience and reputation gains by 15%. This lasts until the event ends.
Feu d’artifice de célébration - A reusable firework that can be used for the duration of the event.
Ballons d'anniversaire rouges and Ballons d'anniversaire bleus - Chests of balloons.
Épingle très pointue - An item to pop the above balloons.
Invitation des marcheurs du temps - A breadcrumb quest leading us to the Memories of Azeroth raid. From this quest line, we'll receive an item that can teleport us to Caverns of Time for the duration of the event.

Well I guess i'm &*!@ed... I checked my mail today, got this pet and learned it.. but when I went to summon him, it's completely greyed out in my pet journal as if I don't have him. Thanks for nothing, Blizzard...

Blizz, whatever tricky wonderful bit of voodoo you did to make sure that alts didn't get repeats of the battle pet that would have to be manually deleted -- you are lovely.
