These motes are found in and outside the room of Herculon (42.8 82.2) in Bastion. You need to collect 10 of them and feed them to Herculon to activate it. If you have collected some extras, you can discard them.

Most of them are

near the entrance
inside the building where the rare is located, close to the walls.

It has no use other than summoning Herculon. However, while most people in comment section is recommending you to just discard those after you've killed the rare, it's important to mention that those are actually marketable, meaning that you can sell it on auction house instead.
