I dropped these from Drowned Zealots and Tidal Corruptors down in the ruined passage going to the Pools of Power (where you go for killing Vil'Raxx). There are two mobs with not bad spawn timers. Some other Tidal Corruptors were around the Lake in front of Mogu'Shan Palace. Also got one from a K'thir Warlock, again next to the same waters. Mobs are not rare by themselves, but it seemed to me that other than the ones in the tunnels, the spawn timers were a bit too long.

Edit: The Drowned Adherents (four of them) around the Depths of Monstrosity event around 74, 40 also drop them when the event is up. Seemed they have a very high drop rate and the event is up a lot. Definitely using this mobs for any alts' quest, myself.

These can be dropped by Drowed Zealots and Tidal Corruptors.

While the Tidal Corrupters seems to spawn all over Vale of Eternal Blossom, it felt like a waste of time looking for them

What I ended up doing was heading over to Ruined Passage (57, 39) and go down the stairs.
This would be right in the middle of the two statues on the world map if you don't have a coords addon.

In the first staircase, you will find a patrol containing 2 Drowned Zealots
Right below the first staircase, you will find a group of 2 Drowned Zealots and 1 Tidal Corruptor
After the second staircase, in the circular room, you will find 1 Tidal Corruptor on each side and 1-2 walking around the room

I killed these two times and two random Corruptors outside and it was enough for me to complete the quest.

Feels like I struggled more with this than I should have.
