In addition to dropping these orders, upon death Mizik le Dédaigneux says:

Mizik the Haughty says: But... the Ancient One... promised...

The Ancient One was a powerful entity created by the old gods and has been referred to as their greatest creation. These orders state that they are from this powerful old god creation, which would make them a reference to Yogg-Saron, whose title is: "The God of Death".

As it has been mentioned elsewhere, Mueh'zala refers to himself as the "God of Death" in De Other Side. However, unless Yogg-Saron was using Mueh'zala as a vessel to act through, there would be no reason for the Ancient One to refer to someone outside of old god lore as the God of Death. While I wouldn't say it is impossible for Mueh'zala to have a strong connection to Yogg-Saron, I feel it's more likely that he's attempting to make himself sound more powerful by putting a claim on the title.

My guess would be that if Mueh'zala has a connection to the same God of Death that the Ancient One would reference, then his true function is as a channel for the old gods, possibly even for Yogg-Saron himself. This could even be supported by the fact that Mueh'zala has made a specific mention of "feasting" on all of Azeroth, which follows the pattern of references relating to consumption when old god lore talks about mortal souls.

"Your souls shall sate N'Zoth's endless hunger." - Warlord Zon'ozz

As usual, mentions of Yogg-Saron make me think of the Boîte à secret de Yogg-Saron (not that I needed much encouragement in the first place), and I still hope there is a secret attached to it.

At minimum, these Commandements de l’Ancien point to some kind of old god influence happening within the Shadowlands. The fact that this dropped on a main campaign quest during current content makes me feel like we will see more and more old god activity as the expansion goes on.
