This was the final thing I needed for the entire meta for The Party Herald. At the start of my "quest" for this item I had Hunt-Captain Korayn at Best Friends. I first tried making the court dangerous, it didn't drop. Then I did dangerous+honor Ardenweald, it didn't drop. Finally on the third week I did:

I was best friends with Hunt-Captain Korayn.
I honored the people of Ardeanweald when I first entered the Ember Court.
I told Hunt-Captain Korayn he was my guest of honor.
I made the court as dangerous/casual as possible (max dangerous). Korayn likes danger/casual.

Yeah, it didn't drop.

*** UPDATE *** Please view Temalpais' comment below (soon to be above). If you aren't getting this to drop week after week, go check with Forgegorm Cavinus (added link to make this easier) in Ardenweald. I was able to accept the quest directly, finish it, and get the item for my achievement.

If you think you should have received Orders to Gormsmith Cavina (the drop from the from Hunt-Captain Korayn's reward chest) which is supposed to trigger the quest for this and don't see it - check with Forgegorm Cavinus (location 51.6 34.0 in Ardenweald). Despite my never seeing the orders, Gormsmith Cavina had the quest available to obtain the Night Fae Arsenal.
