Opens the cell door to the Runecarver. Got it on an alt, but could not accept the quest until I had progressed into rescuing Baine.

If you skip ahead on an alt on the unlocking of the Runecarver you end up with it in your possession and have to delete the item.

I had the same issue with not being able to complete this on an alt. I went to my Covenant, exited the game. Logged back in the next day and was able to complete it.

Interesting. When you hit 60 inside Torghast, you get this quest item to unlock the Runecarver you can't use and when you exit, you're in Ve'nari's area but she has nothing to say to you yet.
