In my very humble opinion, this is a nifty little trinket. Not because of the stats but because the Armed Scavenger it summons has quite a significant taunt. I used it well into level 60 on my first Shadowlands character, and it was really useful in negotiating the new content. The summoned Scavanger got me out of some tight spots, even in Torghast. He doesn't hang around for long, but he does give you a polite respectful salute as he leaves.

I'm by no means a great player, so understand I'm not an expert on gear, but consider hanging on to this as you're levelling, particularly if you're a squisher class, even if you find more tempting trinkets at higher ilvls.

Does this summon benefit from the Racial companion-buffs of Orcs/Maghar Orcs?

Unlike most trinkets you can get while leveling through Shadowlands, I've never seen this one show up as a level 60 version from world quests or other content. If so, that means characters leveling through Threads of Fate will miss it entirely, losing out on the potential long-term utility of a short-cooldown guardian with a powerful taunt.
