Il faut bel et bien les 50 cristaux pour pouvoir craft le maillet, et si votre inventaire est plein quand vous parlez au Forgelite, vous ne pourrez plus interagir avec lui et ne recevrez pas le maillet par la poste. Mais pas de panique ! Attendez un peu et parlez au régisseur derrière lui, il vous redonnera le maillet

Vesper is north-west of Sagehaven flight point.
You have to get Maillet cristallin des hérauts from Forgelite Héphaesius to unlock it.
He is located south of Spires of Ascension dungeon entrance.

To craft Maillet cristallin des hérauts you have to find 50 Anima Crystal Shards around Bastion.
The progress is shared with all characters. You have to be level 60 to see shards.
Reward is a Volion vent-d’argent mount.
There is also an achievement Mission éclatante to collect 50 Anima Shards.

To get Maillet cristallin des hérauts need to collect and bring 10 lost anima shards to Forgelite Héphaesius at 59.32 31.41 coordinates.
Talk with him and say you bring some crystalls so he crafts a Maillet cristallin des hérauts for you. Bring the mallet to 36.10 26.58 and ring the Bourdon du Vent d’argent

Lost anima crystals spots share through your account. This means if you found one it will not be there when you bring another char.
To craft Maillet cristallin des hérauts you need 10 crystal shards.
Take some gliders with you (or slow fall toys etc) when you go hunting for them. Mage, Prêtre and Chasseur de démons need nothing.

Note: Requires Maillet cristallin des hérauts. To craft this item you need collect Anima Crystal Shards around all Bastion (for now we not sure about how many Shards you need collect).
After collect the shards speak with Forgelite Héphaesius to craft Maillet cristallin des hérauts. Probably you need 10 Shards but for me I don't have the dialog the Craft the item after collect 10.

Collected the first ten shards shown in the Game Guides Channel video, then talked to Forgelite Hephaesius. No dialogue to craft the mallet! Gonna go ahead and guess that means you have to collect all 50.

For once Venthyr signature ability Door of Shadows really comes in handy here. You skip many of the annoying gliding and just go there.

Some additional information:

Once you ring the bell, the crystal mallet is destroyed.

Because the achievement is account-wide, you can immediately get the mallet on other level 60 characters. However, the mount does not drop again (why would it, I guess?), but you get a little bit of anima (I got 25) from the chest.

No, people in your party cannot loot the mount from the chest. They don't even see the Larion fly down and can't see the chest, either.

If you, like me, tried to create the Mallet with a full inventory and thought you were permanently stuck and unable to get the mount, don't freak out and submit a ticket.

The steward NPC next to Hephaesius named Aterkles has an item recovery dialog option where you can create another Mallet.

I have no idea why they gave this role to him instead of Hephaesius, but I'm glad it's there at least.

I would suggest to do this on a Druid....you don't need slow fall potions or that....Druid in Boomkin form can use Flap spell now which you can buy over in Moonglade now....add in being in cat form you take less dmg too..from high falls to some of these places. Add in you can prowl into areas where the shards are in cat form too, no need to have to fight your way in and out of spot.

I've collected the first 2 (Near the Vestibule of Eternity) with my druid and went back to get them on a warrior. They seem to be account wide collections, making it easier to collect when I need druid stealth or heroic leap/door of shadows.

now that the warlock-gate tip has already been posted, here's another idea 🙃
for those of you who have a venthyr priest - using Door of Shadows even most of the shards on pillars, etc are easy to reach aaaand with Leap of Faith you can pull a friend or a whole party right by your side... depending on how much time you're willing to spend on CDs 😉
this way one or more group-members are spared a sometimes nerve-racking way to their shard 😄

If you are a druid and struggling to use the gliders to get to the pillar for #11, you can jump between the pillars in your deer/moose form! I tried gliding 10 times before I just tried jumping and it worked. I think my HM Tauren form was messing with the glider height for some reason.

Don't do what I did and double click the chest.

It despawned and I had to submit a ticket to receive the mount.
