Fume-Cœur drop from Sire Ladinas in Revendreth.

To trigger Sire Ladinas you need Pick up a Remnant of Light around The Desiccation and use Empalement lumineux on Goule des cendres affolée.
I don't know if you need stay trying until the rare trigger or just wait for rare spawn time and try one time to spawn.
Sire Ladinas spawn for me after 1 hour trying.
When the rare spawn Goule des cendres affolée will speak the following message in your chat: "The Light... buuurns!".

Fume-Cœur can drop (not 100% chance) from Sire Ladinas in the Revendreth The Desiccation zone (South of the Sinfall).

To summon the rare you need to pick up Vestige de lumière from the ground.
You get Porter un vestige de lumière and extra action button spell Empalement lumineux on pick up.
Use the extra action button spell on Goule des cendres affolée mobs in the area.

Throwing the Light Impalement has a small chance to trigger a yell
Crazed Ash Ghoul says: Nowhere to hide!
Crazed Ash Ghoul yells: The Light... buuurns!
And this means that the rare will come down to the area soon in the middle of the area.

As a player very into transmog, this is now one of my favorite toys in the game. It has no cooldown, so you an keep the effect active indefinitely. The effect is that your shoulder armor alternates between smoldering smoke, and then raging flames, looks very cool.

After farming this pretty much everyday for 2 weeks, it finally dropped. so i can confirm it is VERY noisy when used. for the entire 20 min duration, you will hear non-stop fire effects. This is my word of warning for those who play with sound on: if you don't want to endlessly hear fire effects, i would caution macroing this toy with something else

Fun fact: 20 minute duration and NO cooldown, you can always smolder.

Sad fact: I also suspect it will be nerfed at some point, most toys like this usually are.

EDIT: I looted this as a NF Hunter. 36 kills.

Dropped for me after 8 Sire Ladinas kills. The effect is a bit underwhelming: there are no flame effects - it is all black smoke and orange embers. The key word is "smoldering". Keep this in mind as you decide whether farming this Toy is worthwhile to you.

Both Crazed Ash Ghoul or Blistering Ash Ghoul worked for the trigger event (yelling "The Light... buuurns!")
Always took about 20 minutes of using the remnant on the mobs for Sire Ladinas to spawn. Around 25 minutes was the longest I experienced.

UPDATE:
The effect changes based on the number of mobs you kill while it is active. After a certain number of kills the effect changes from just smoke and sparks to roaring fire.

Hi this is what i had done until now (just started farming btw):

- After 10-15min, the rare spawned -> killed -> no toy
- 7 hours later: now i'm killing the ghouls from 30-35min -> no rare

Finally after another 2 weeks the toy dropped.

For me, the rare spawn after 20 kills or after ~200 EVERYTIME.

Sometimes I was lucky that the rare was there, alone :) (~5 times).

This toy dropped for me after 9 kills on Sire Ladinas.

It has ~~no cooldown~~ a 5 minutes cooldown and the buff duration is 20 minutes. It gives a black smoke around your shoulders and you can hear a constant noise of a fire crackling.

Killing mobs enhances this effect, turning the smoke into more fire and louder fire crackling sounds. The enhanced effects seem to stay on for quite a while, even if you're not constantly fighting mobs. Even right-clicking the buff and using the toy again and you'll still have the fire effects. It looks very similar to the Illusion : Flammes de Ragnaros and even leaves a trail of fiery smoke when you run around.

Removing or equipping shoulders while the buff is active will remove the visual effects but keep the crackling sounds.

For some reason, received a 5min cooldown in 9.1, and an error message on cooldown that doesn't get cleared by an immediate UIErrorsFrame:Clear(), as it triggers asynchronously, after execution of the macro...

Not 100% that this is a thing, but after 50+ kills with no drop I tried killing him with the Vestige de lumière and got the drop. Could be something, could be nothing.

You are bored to death to spawn the rare and it may still not drop the item. Fire the ass of this stupid dev. This is not fun gaming in the least.

Though, while you can have Fume-Cœur going 100% of the time, you can only have Bottes fumantes de Deceptia going for 10 minutes, with a 1-hour cooldown... so only 1/6 of the time. :(

Edit: I also like to pair Fume-Cœur with Parchemin des éons -- so much so, in fact, that I've actually macroed both toys to my favorite mounts, so that every time I mount up I have these effects going, making them active almost all the time! It's fantastic! :D
(Visage spectral is a similar toy that has a similarly cool look! :D)

Found Ladinas when flying around the area, and this item drop immediately. Did they nerf the drop rate?

for anyone farming in patch 10.1.7 if youre wearing a belt with the Shadowed Belt Clasp or the Shadowflame patches - take it off. It will sometimes hit the ghouls before the light shard does and I'm pretty sure it then doesn't work to spawn him. I took it off and then 3 ghouls later he spawned.

I can confirm if you have Shadow flame patches or the Shadowed Belt clasp, take it off. Though I didn't get the toy, the rare spawned immediately after. It'll run around the top areas of the terrain until stopping in the middle.

And just to be safe, disable, un-talent, or unequip anything that automatically deals damage when you do. You only want the light crystal to hit them.

Edit: The time it takes to make the rare spawn is still absolutely terrible. BLIZZARD. Fix this.

It really seems like you need to NOT kill the mobs with the crystal. I had to take off all my gear and only attack the Scorched Bandits/Scavengers to keep them from dying at 70. That's the only way Sire Ladinus ever spawned for me. I farmed him the first day for over an hour one-shotting the mobs. Once I stripped down and didn't one shot them it only took a few minutes to get him to spawn. Only took a few minutes each day. Happy hunting.

Just want to chime in that i got him to spawn off of a scavenger two days in a row and he thankfully dropped it the second day (of strictly trying scavengers...not second day total lol..took about 2 weeks)

i actually think you can use ANY of the mobs...but i recommend the scavenger because they have higher HP than the rest and even with no gear on, the rest tend to get one shotted. For the record i dont know that the mobs have to remain alive, but ive yet to spawn him without the mob being alive (even though i know the mobs can still do their chat callouts even if they get 1 shot)

also ive been doing this on my druid because you can grab the crystals without "dismounting"....but that also adds the other caveat of not knowing if i have to be on the ground when i use the crystal...sometimes they evade if im in air...and i dont know if that affects things....so to be safe land before you use it
