You can only equip and upgrade this conduit as arms, but use it in any spec.
With the buffed soulbinds at renown 80 and the conduit at 252, it adds a 200% damage buff to wirlwind for 9 seconds after any Bladestorm.
Great combo with the Signet of Tormented Kings legendary, which procs more Bladestorms.

Also, you don't have to farm anything to get it to drop if you have all/most other conduits.
A conduit upgrade token will make you discover it at level 145, if you have all the other conduits for your sepc already at max level.
