You can receive this at the end of an Ember Court during Hallow's End from the Vision de sire Denathrius summonable by Theotar. I don't know if there are any requirements beyond simply summoning the NPC.

Simply talk to Theotar during the Ember Court event (when Hallow's End is active) and he will summon a Vision of Sire Denathrius for bonus happyness. When the Ember Court is over, the Vision gets a blue question mark to receive this item.

Last week, week 1 of Hallow's End, I talked to Theotar and unlocked this item.
This week, week 2 of holiday, there was no vision of Denathrius, nor any options when talking to Theotar.

Is there a way to check that I have it? Is this a 10.0 bug?
