Если у Вас как и у меня не будет активна Клейя, а квеста нет и ни кто его не даёт. Летите в Арденвельд в низину мерцающих каскадов. Там стоит НПЦ дерево Нууминууру, бери у него квест и выполняйте. Это как раз тот квест который должны давать в ковенанте.

If you abandon this quest the quest-item automatically gets permanently destroyed and there is no way to retrieve it.
It is a reward for killing Nuuminuuru the first time ONLY.

I could not find Kleia, this is because you need to have Kleia unlocked as a soulbind. I eventually found her in The Crucible next to the new arbiter (Pelagos), and you can't interact with her. I thought this was a 9.4 bug and that Kleia had permanently de-spawned from Elysian Hold, but this is not the case.
Kleia will be where wowhead suggests, but only AFTER you soulbind with her.

I did not know how to get Kleia to appear, so I tried abandoning the quest to re-accept. Now I can't get the quest item, so my Path of Ascension side-game is forever lost. If blizzard doesn't fix.

I received this quest and Kleia wasn't at the location that the map was showing in Elysian Hold. From what I understand, you must have Kleia unlocked as a soulbind to complete this quest.
I do have Kleia as a soulbind, but I have her because of an alt unlocking her previously, which allows me to skip straight to the unlock on any extra characters.
So I have not done the campaign or unlocked Kleia the natural way on this specific character which is probably why she wasn't at the question mark hand in for me.
If you're in the same situation, don't abandon the quest. From what @Classy123 has said in another comment, you can't get this quest again if you abandon.
Go back into the Path of Ascension by talking to Artemede and hand it into Kleia inside there instead.
