Seem to be bugged at this moment, in a good way. The item is not consumed when used, but considering it's stacks the same way as BFA version did, it's amost certainly not intended.

1) This item is the Shadowlands Battle Rez that you get through engineering.

2) You don't need max shadowlands engineering to craft this, only 50/100.

3) Must be standing on the target to Battle Rez

Basically the Shadowlands equivalent of the Unstable-Time-Shifter, introduced a patch into BFA.
What started as a relatively niche item quickly became a highly must have consumable, as it could be used by non-engineers and provided a battle resurrection (or a resurrection in general) to every class.
Blizzard clearly noticed as in Shadowlands it now requires at least 50 Shadowlands Engineering to use and it's also significantly more expensive to craft at on average 15 Laestrite Ore each, which might not seem like much but when you're running a lot of M+ you can start to chew through them very quickly if you aren't grouped with a battle-rez class or another engineer.
I have no idea what the backfire chance is, I expect stupidly low like in BFA.
I never had or saw an engineering battle-rez backfire in BFA, however I only ever used it in M+ where I know Blizzard likes to either tone-down or remove backfiring of engineering items (such as Nitro Boost having a significantly lower chance to backfire in Raids and Dungeons for the trade off of having a slower boost speed).
Either way, it's very flavourful for Engineers to have and definitely a good reason to be an Engineer for any class other DK, Druid or Warlock.

The damage you take from Dysfonctionnement de réanimateur spectrophasique can currently crit which will instantly kill you.
It did a 53600 crit damage on me in a theater of pain on mordretha my max health was 35900 at that time and idk about current but I wasn't full

Okay so I just got one shoted by this while being max hp in Theater of Pain.
My max was 43k and I took 59k damage.
It has never misfired for me before this. Guess it can crit?

Can somebody tell me why this item is in cooldown all the time and I can never use it in m+ or in raids?
Silly question but it buffles me.

i asked nicely not its not polite - i chose venthyr hunter in hopes of something big, at least you could erase the cooldown for a venthyr hunter beastmaster with an engineering degree! hmphh!@!

In other words you need maximum:

16x Minerai de læstrite (buy from auction house)
8x Pierre poreuse (buy from auction house)
2x Flux lumineux (buy from vendors, 9g each)
2x Huile de machiniste (buy from vendors, 9g each)

When you craft reagents you can get more:

1-2 Mécanisme alimenté en asticots instead of 1 (I got 76 WGA from 50 uses, about +50%)
1-2 Poignée de boulons en læstrite instead of 1 (I got 613 Bolts from 400 ores, about +53%)
1-1.5 Décapant poreux lustrant instead of 1 (you craft 2-3 Décapant poreux lustrant for each 2 Pierre poreuse) (I got 995 PPA from 800 stones, about +25%)
1-2 Ressort enroulé mortel instead of 1 (I got 77 MCS from 50 uses, about +50%)

I don't know what really chances there are so I just bought ores and stones for minimum 100 Reanimators and crafted 164 ones.
In other words in fact 164x Réanimateur spectrophasique jetable took me about:

1600x Minerai de læstrite
800x Pierre poreuse (I think about 700 would be enough)
222x Flux lumineux
271x Huile de machiniste

And after that I had 122x Décapant poreux lustrant, 2x Minerai de læstrite, 1x Ressort enroulé mortel in my bags.
