You can get these as quest rewards from random drops or loots from chests that send you to the Night Market in Revendreth. Once you turn in the quest, you get the Cartel Exchange Vessel that is worth 35 anima, which is then deposited into your covenant reservoir.

The Night Market is /way 52.38 83.81
Person you turn in quest to is Ta'xera (Matron of the Market)
You can pick up more than one of these "Favor" quests at a time, I've done at least two.

so last week the weekly dungeon quests offered a choice of an extra 5 of these instead of rep with one of the factions... this week the option's gone...
