You can obtain this toy from a world quest in Tirna Vaal. You need to channel your anima conductor to this location (night fae covenant only) to have world quests appear at that location.

Obtained mine just now as part of the rewards from the daily quest Attraper une étoile, from channelling my anima conductor (lvl2) at Hibernal Hollow.

The item itself does exactly as described on the item's text. On use you get a small green targeting circle to click on the ground, which throws a little dark blue gormling to that spot (he somersaults his way there in fact). Gormling then recovers, and runs back to you, presumably to hop back into the bag... ready to be tossed again (with a 10sec overall cooldown, which is shockingly low for a blizz toy... fun clearly hasn't been detected here yet :O ).

All in all, a fun little item to play fetch by yourself with :P

Also of note, throwing the lil' guy at hostile enemies does NOT aggro them (tested on some spriggans who gave not a single flamingo at the sudden appearance of a gormling on their head)

EDIT: Note, it seems that this may in fact be obtained from your first daily quest/world quest from the level 2 anima conductor, as this was the case for me (I thought was just lucky).

EDIT2: also of note, this acts exactly like the quest item for the world quest's Lancer de gormelin : vallon aux Esprits and Lancer de gormelin : bassins de la Tranquillité, but sadly does not work to knock off the quest gormling like the quest item does :(

I picked up the first daily, with the toy included in the rewards, but never finished it and now the next day it doesn't look like it's there. Can I no longer get this toy? It sounds like everyone's just getting it from the first one. I'd be really frustrated if I had to make another NF character and get the level 2 anima conductor again on an alt just to get this toy...

EDIT: Fear not! It showed up on the level 2 anima conductor world quest (NOT daily, WQ) for me a few days later and i was able to snag this toy!

I did my first quest in Tirna Vaal after gotten my rank 2 Anima Conductor. The quest was Lancer de gormelin : bassins de la Tranquillité and I did not get the Toy.

Today one of the Hibernal Hollow daily quests Le fil de l’espoir listed the toy as a quest reward. So it does not look like you actually have to do all these quests every day for a *chance* at the toy to drop. Rather, just check the quests to see if the toy is the reward, and then complete the appropriate quest. Also, this was about day 15 of attempting to farm this for me - I started with the Tirna Vaal WQ and locked that open with the Anima Conductor after 10 channels (though sometimes one channel allowed 2 completions of the quest if the timing crossed the daily reset), then was on the second channel (but at least the 3rd set of dailies) of Hibernal Hollow when this quest popped with the toy as the reward.
