Takes place partially in the Rift and partially in the normal phase of the Maw.

According to the pet journal, this is specific to the Night Fae covenant assault. The Rift phase is accessible during the Night Fae assault quest Jeu d’ombres by using Pierre de faille déséquilibrée. This quest is not always up (there are 4 quests up each time the assault is active, but ~10 possible quests total). There are other ways to access the Rift (purchasing the Le Codex des archivistes item Clé de faille réparée or by using Pierre de faille délabrée), but the availability of the key+cage may be dependent upon whether or not Jeu d’ombres is active.

The pet is inside a locked cage that requires a key to open. Enter the Rift and collect the key from the Lieur des clés insaisissable, then exit the rift and use the key on the Cage à wyrm d’éther. It looks like they've added more spawnpoints for the Elusive Keybinder, so I've added the new one I found on live as well as the one Lazey reported in their response below!

Don't exit the Rift right after killing the Keybinder, because 1 of the spawns is right on top of where the rare elite Morguliax spawns, and he will eat your face clean off your body. Learn from my mistakes!

Cage à wyrm d’éther can be found on the Normal Phase in The Maw, to open this treasure you need the Clé de cage à wyrm d’éther.
Clé de cage à wyrm d’éther drop from Lieur des clés insaisissable. I got the key on the first try, the mob respawn after few minutes.
Lieur des clés insaisissable can be found on the Rift Phase when you use the quest item Pierre de faille déséquilibrée provided from the quest Jeu d’ombres.

any ideas as to why i can't find the cage? the night fae assault is active and im not in the rift phase and im in the desolate hollow but it's just not there!

this can only be completed during the Night Fae assault, but it also requires the assault quest 'A Shady Place' to be active. This quest is not always available during the assault.

You can get 1 key per day, so you can do it three times for 3/3 slots. Just had to be during the Night Fae assault and a shady place quest, just dont turn the quest in, and repeat 3x to get 3 pets.

Tl;dr Don't be a scared ninny like I was -- this is an EASY pet to get!

I'm level 70 and *okay* geared from regular non-dungeon activities in early Dragonflights. I'm going back to Shadowlands areas to pick up any pets I was too scared to get when I was level 60. After an hour of creating a complex series of notes in my Notes add-on, I decided to see when the next Night Fae assault was taking place. In a lucky twist, it was happening RIGHT THEN! So I headed back to my old haunt, the Night Fae covenant hall in Ardenweald, because there's an insta-port to the Maw Assault from the Mushroom Network (Night Fae Circles, which is the transportation network for Ardenweald) if you have that. (If you don't have that or weren't part of the Night Fae covenant, just get to the Maw the normal way and skip on over to where the assault is happening.)

I forgot how to do assaults, and was looking for the quests. They appeared after I clicked on Lord Herne. In the second lucky twist of the day, an NPC right there had the "A Shady Place" quest, which you need if you want this to be really easy. I accepted the quest, and the rift displacer went right into my bag. (It was not an extra action key.) I clicked on it and VOILA! I'm in the rift. I killed the nearest Elusive Keybinder a few steps away and she dropped the key immediately. I went back to the normal world. (That *is* an extra action key so it's already on your screen.) Slumber's comment then directed me to the opening of the cave about a 3-second run away, and I right-clicked the cage which was maybe a 5-second run from that.

Srsly took about 3 minutes total.
