It's seem it can drop from any boss in Sanctum. don't specific one. I got it from any of 1st-4th of normal raid boss That I can't remember.

Got this on my Prot Pally and the damage from Consecration doesn't add a stack. Really hope they didn't forget about DoTs, otherwise this would suck for some classes

For those who have shards of domination and wish to upgrade them (there are 5 ranks for each shard).

1. Travel to Korthia
2. Talk to Bonesmith Heirmir (when you port into Korthia, he's pretty much right in front of the portal back into Oribos... just to a /tar bone to locate him)
3. Upgrade your shard to the next level... then close the trade window with him.
4. Open the trade window with him again and the next level will be available.

This is not explained anywhere and couldn't figure out how to upgrade it, until I did the above.

For me, the upgrade shard was always in the bottom right corner of the first page, until I needed to purchase rank 5... that was on the last page.
