Does this buff work in Mythic +?

Currently, and very subject to change:

Extensions de voile air-pur is an optional reagent for crafted gear that gives +10% mounted ground speed and +run/unmounted speed stat.
The mounted speed effect only works in outdoor Shadowlands zones. It does not affect flying speed.
This mounted speed effect stacks with more pieces of gear that have this enhancement.
You can get a max of 310% mount speed with 12 pieces. Temporary 510% with Sifflet à cuirasaure en argent (fun detected).
Alchemists should be able to put this on a trinket slot for 13 pieces (untested).
The effect does not stack with the guild perk En selle. If you have Mount Up, equipping one piece of gear with this enhance does not increase mounted speed. Equipping a second piece will then give +10% mount speed, etc.
It's wonky with druid forms.
You can craft this onto any blue Shadowlands crafted gear. Every ilevel gets +10% mounted speed. The +run/unmounted speed stat varies by ilevel.
To craft this reagent itself, engineers need Schéma : extensions de voile air-pur which drops from Tahquitz and Garudéon.
Blacksmiths, tailors, leatherworkers, jewelcrafters, and alchemists need to complete the quest starting from this random drop in Zereth Mortis to unlock the ability to craft this onto gear. Seems to have a chance to drop from just about everything in Zereth Mortis.

Before this schematic will drop for your engineer crafter you MUST complete Qu’est-ce donc ?, then it will have a chance to drop. Hope this helps!
