All playes share CD to collect them and respawn time is ~10 minutes
It looks like if someone else just collected the page, you still can pick it up, just like flowers

Récits de l’exil is a new collectible hunting achievement, added in 9.2 patch.

This achievement is a part of meta achievement Secrets dévoilés that is required to unlock flying in ZM.
All scrolls marked with a big yellow dot on the minimap so you can spot it easy.
They all vanish as someone picked it up but respawn quickly (app. 5-10 minutes).
L’exil de Firim, épilogue is not neccessary, so only collecting 7 required to earn Récits de l’exil
You can sell them or drop after reading, no need to carry them along.

This is part of the achievement Récits de l’exil, which is part of the meta achievement Secrets dévoilés, which is needed to fly in Zereth Mortis
In order to get the achievement, you will need to collect all 7 pieces (possibly the Epilogue if things change on Live). You do not need to read them for the achievement.

If You have full inventory while opening this treasure, you do not get the item (and it is NOT mailed to you), so you can't read the lore anywhere in game, only in wowhead :( It's lame..
