Found it from Torghast - Lost Soul on Mort'regar Layer 15. Floor 2, chained like other regular souls, just freed it for the item.

Âme d’elekk can be found while doing runs into Tourment, la tour des Damnés.
You have to look for Ame égarée (/tar doesnt work).
Can appear in a lot of layers / most of times on floor 2.

For me spawn in Interstice Cœur-Algide: Layer 13 / Floor 2.
Other players have found in Mort’regar: Layer 15 / Floor 2.

This might be nitpicking, but I really wish they had used the WoD elekk model for this soulshape. I would definitely use this shape if that were the case.
