Âme de haut-trotteur can be found while doing runs into Tourment, la tour des Damnés.
You have to look for Ame égarée (/tar doesnt work).
Can appear in a lot of layers / most of times on floor 2.

For me spawn in Interstice Cœur-Algide: Layer 15 / Floor 2.
Other players have found in Mort’regar: Layer 14 / Floor 2.

Requires Layer 15 and will always be on Floor 2. I don't think wing matters.

I kept running layer 12s because Soulshapes addon said all the torghast soulshapes came out of layer 12 or higher and some from adamant vaults. Well, I got them all except this tallstrider soul so I just kept running layer 12s. I'm not sure how many I did, it was many. Finally said the hell with it and tried a layer 15 Coldheart like Spider2 commented. Found it first layer 15 Coldheart on Floor 2.
