Got it after about 40 attempts. Then got it again on another toon after a couple more attempts. So apparently you can get dupes of this toy.

After lots of times using this until it vanished I'm pretty certain you can only get the cake or the outfit from the cache and never both at the same time. You can never get a second item from it at all so don't bother getting webbed over and over if you got the cake but wanted the costume. You CAN however keep the cake in your bags and never use it which will force you to get the costume each future time you use the cache if all you care about is looking like Xy'rath.

when i looted this item, and tried it out and got disoriented every time i tried to open the chest, only one devilish idea came to mind, "this would be a perfect way to eff with those annoying farm bots" *evil laughter ensues*

Dropped after like 10-20 kills not sure. Anyway long spawn timer and not always up, go into custom and search XY.
