These can be used on the rare (blue) crafted items to increase the base level from L61/64 gear to L70, i356 gear. You will need to use the new Craft Order system (if you cannot craft it yourself) to create the armor, or recraft a L61/4 version. If your character already has gear above this level, then just ~~vendor~~ delete it.

To use the item:

Find a crafter who knows, the blue patterns and can craft at Quality 5 (either someone in your guild via the Roster Chat and changing the drop-down from Achievement Points to Profession, or via Trade Chat, or looking on wowcraftingorders.com or Blizzard Forums for your Region)
Go to the Craft Order Station in Valdrakken or Fork River
If you already have the base item: click on Start Recrafting Order (note that you will "lose" the item whilst it is being recrafted, so make sure the crafter is online, or you will be offline until completed/expired!); click on the + sign and click on the item you want to recraft
If you don't have the item: search for it or use the menu on the left to select the category and click search; click on the item you want crafted
Click on "Track Recipe" in the top right to create a list of materials you need to obtain or purchase from the Auction House (there is one in Valdrakken, a guard can direct you to it). The Profession list appears under your quest/Achievement list.
BoP materials, including the Training Matrix, must always be supplied by the purchaser (so, no, you can't use your main's Matrix for an alt).
Draconic Missive of the... to specify the stats of the item, must be supplied by the purchaser.
Though it's not necessary to buy all the commodity materials for Personal or Guild Orders, it simplifies the process and you can guarantee the materials quality (Quality 2/3 materials usually result in a higher quality item).
You must supply all the materials for a Public Order, but cannot specify the quality - it's intended for First crafts where quality is less important/you want to find a crafter who has the recipe.
Remember to pick up the items from the mail (the number of times I've forgotten to do this step...!)
Find the order and select the: Optional Reagents; type of order (Public/Personal/Guild); Minimum Quality (for Personal/Public orders); Add a note e.g. "let me know via /w if you need to discuss quality/commission. I'll be online until 10pm today"; Commission to cover the crafter's materials and skill (they may use some of their own BoP materials such as an Illustrious Insight, and they've spent valuable game-time skilling up in this craft) - click on the icon next to it to view the commission used for similar orders; order duration.
Click on Place Order and wait for crafter to complete.

Completed/expired orders will be delivered via the in-game mail.
