The Recipe Rat can be found at the Obsidian Rest (52, 26) in Zaralek Caverns. He is located near the cooking supplies vendor Koslahki hidden inside a crate. He functions similarly to how he did in the vault at Forbidden Reach. You will have to repeatedly click on him in your inventory to receive 30 scraps to combine into the recipe. However, he will disappear from your inventory after about 3 minutes if you do not have any Fine Aged Cheddar. You can pick him up again at the same spot if you lose him.

When you're still on it, finish your old Zskera Vault Rat cuisinier negotiations for Fragment de recette déchirés or delete the Rat item. This seems to be the only old Recipe Rat interaction that may block progressing on the new one. I tried with characters who didn't acquire the Rat-cette : œufs mimosas mirobolants or never met the Zskera Vault Recipe Rat and nothing was hidden.
If you haven't yet, learn Cuisine des îles aux Dragons (later, skill 50 will be mandatory to learn the recipe for the soulbound Cheddar charitable)
Purchase 20x Cheddar affiné (or more, you'll need more for cooking later)
Head to Grotte de Zaralek's Obsidian Rest on the Îles aux Dragons and interact with Gruyère grinçant in a supply crate at /way #2133 52.43 26.82 Squeaking Swiss
(make sure Step 1 & 2 are done, otherwise the cheese won't be visible)
To help people who went there unprepared, on your very first interaction with Gruyère grinçant you will receive 1x Cheddar affiné (flags hidden quest complete) on top of the Rat cuisinier that hops into your bags.
As long as you have the Rat cuisinier in your bags, it will consume 1x Cheddar affiné every ~3min and scurry away when there's no cheddar left.(unless you've acquired all recipe scraps, Squeaking Swiss will be visible again when you lost the Rat)
Every 5min you can now Ramper before the Recipe Rat (by using the Rat cuisinier) to get a random number of Fragment de recette arraché.
When you did acquire 30x Fragment de recette arraché this way, the rat will eventually escape forever, but you can now Combiner les fragments de recette to get the Rat-cette : cheddar charitable.
Learn the recipe, and get all the ingredients needed (which is quite a "ride") to cook 50x Cheddar charitable.(depending on your cooking skills this will take up to: 50x Cheddar affiné , 20x Cheddar pimenté , 10x Fromage du Zocalo , 10x Barre d'or)
Travel the world to find Rats (literally critters with "Rat" as their names), target them, and use the Cheddar charitable to complete your Un don de fromage achievement and eventually be rewarded with Roland.
Patch 10.1.5 addition: When you summon Roland on a character with Cuisine des îles aux Dragons skill 50 (and at least one of the recipes unlearned), our befriended Recipe Rat will now train them the recipes for Œufs mimosas mirobolants and Cheddar charitable without needing to locate him again in Zskera Vaults or Zaralek Cavern.

A place to find rats is Brill. The graveyard in town. Hope this helps someone if they can't find any easily. Also, there are a few at Garren's Haunt, which isn't too far from Brill. I want to add that there is something very fun about running through Tirisfal Glades with five fat and happy rats following you.

Skirmish Arenas and Proving ground resets the timer on the item, so it can fasten up the progress.

Steps to get Roland:
1. Be sure that you have levelled your dragon isles cooking to at least 50.
2. Go to Miwana in Orgrimmar (coordinates 39,48) or Elaine Trias in Stormwind (coordinates 66,73) and buy 2-3 stacks of Cheddar affiné.
3. Go to the Obsidian Rest in Zaralek Caverns and loot Gruyère grinçant which is found in a crate at coordinates 52,26. It is at the ground floor level and not the first floor.
4. You now have 1 fine aged cheddar and a Rat cuisinier. Interact with the rat to grovel at it and it will give you some Fragment de recette arraché. Keep interacting with the rat until you have 30 recipe scraps. You can interact with the rat once every 5 minutes. The rat will also consume one fine aged cheddar from your bags every 3 minutes. If you do not have any fine aged cheddar in your bags, the rat will disappear and you will have to go loot the squeaking swiss again.
5. After getting 30 recipe scraps, combine these into the Rat-cette : cheddar charitable. Learn it.
6. Buy the ingredients to make 50 Cheddar charitable from the auction house OR buy the Cheddar pimenté from Kurd Beurresabot in Highmountain, coordinates 38,78, and Fromage du Zocalo from Corka in Zuldazaar, coordinates 71,29.
7. Travel to Falconhurst in Drustvar and feed the cheese to 50 rats. You can only feed this to critters. You switch on the critter and companions setting from the options menu to see the name plates. Making a macro can help target rats but when you feed rats cheese, they will follow you, so the macro will be useless. Getting into combat will scare away the rats and you can use your macro again (don't worry, the rats will still count for the achievement).
8. Feed 50 rats and you get the achievement and Roland. Gratz!
