Gifts of Friendship are ONLY given by citizens that AREN'T guards. The guards give you the Pledges of Adoration, which you use to get Pledges of Loyalty and Guard's Cards.

The gifts, however, have a 100% drop rate of the item specific to the individual cities that you need to get the Gift Collection's for that city. E.g. Pledge of Friendship: Stormwind gives you Homemade Bread, while Pledge of Friendship: Ironforge gives you Dwarven Homebrew.

You've got it a bit confused. There are only 5 things receivable when you give someone a Love Token with Perfume or Cologne.

- Heartbroken - Either from a Guard or a Citizen. Prevents giving out any other Love Tokens, and can be cured by an Unbestowed Friendship Bracelet.

- Pledge of Adoration: <City> - Only from Guards. Gives various items like Love Rockets and Bag of Candies which are required for the Love Fool Meta Achievement.
- Gift of Adoration: <City> - Only from Citizens. Gives various items like Love Rockets and Bag of Candies which are required for the Fool for Love Meta Achievement.

Both the Pledge/Gift of Adoration cause Adored (which is like Hallow's End's Tricked or Treated) and can only be obtained once an hour, or when the Adored debuff isn't active.

- Pledge of Friendship: <City> - Only from Guards. Gives the Guard Card and Pledge of Loyalty: <City> items for the <City> Gift Collection
- Gift of Friendship: <City> - Only from Citizens. Gives the Guard Card and Pledge of Loyalty: <City> items for the <City> Gift Collection

*Note: to complete the Nation of Adoration achievement you must get the Gift of Adoration so you can obtain it from only CITIZENS. Also, you must click one of each race, not in the city, so if you obatin a Gift of Adoration in Ironforge but it's from a Human it will count it as a Gift of Adoration: Stormwind.

In 2010 you can no longer get these. Instead, you collect Love Tokens from daily quests, which can be used at holiday vendors in capital cities to buy some of the items previously contained in the different pledges.
