The way to actually get these is to give cards to the NPC's that are NOT guards. Giving cards to the guards will give you the other two items you need from UC to make the Undercity Gift Collection.

if you feel lazy and are near the bank just sit next to the roach vendor he gave me all 5 just waiting about 20-30 seconds for him to get the hearth up again

Guards give out the Pledges and the Cards, while non-guards (such as vendors) give out the other items, such as Romantic Poems, Freshly Baked Pies, and Freshly Picked Flowers.

Also, you get 100% drop rate from the Vendor at the Apothecary entrance - the NPC is near 54,75 at the stand on the right side of the entrance to Sylvanas. Andron Grant is the name of the NPC
