Don't know if this is race/class related bugged but I got the writ for 6 pairs of brightcloth pants 3 times off the trot, I had enough explaining why I required the first 6 to a tailor I tracked down but things just got silly and very uneconomical. This is one of the random quests given by Dispatch Commander Metz in exchange for a Argent Dawn Valor Token. The awards are used to buy items from the Argent Dawn; but they require a high number of the insignias.

Now that the Burning Crusade Expansion is out most people will skip these quests. It is recommended by most to skip it unless there is an item you want from an Argent Dawn vendor that requires the award(s).
