This pattern indeed does not bind on pickup. I, too, could see this being a major moneymaker for my guild, once our five or so tailors get them.

We saw our first one last night, on the trash before Hydross. It appears to be a zone-wide drop, or perhaps even wider-scale than that.

From the drop table and the comments posted, it seems to drop from both Tempest Keep: The Eye (http://www.wowhead.com/?zone=3842) and Coilfang Reservoir: Serpentshrine Cavern (http://www.wowhead.com/?zone=3607). The pattern is BoE, the boots are BoP. Effectively, whoever you are giving the pattern to is getting the boots.

It is apparent that it drops from both bosses and trash, in the entirety of both instances.

As a side note, they don't require for any Nether Vortex, only a couple of Primal Nethers.
