This cloak has a terrible drop rate - I suggest doing it in a group, to speed up killing. If one drops, the entire group can loot it.

As to my personal data, I had to kill 27 level 69 Clerics, and 29 level 70 clerics before the cloak dropped.

My Level 70 Worgen Lock got pounced on by 3 clerics and the cloak dropped from one of them. Usually not that lucky, so yeah, the odds must have improved.
