You can pick them up as soon as you start the "escort", behind the inn. No need to follow him around.

There has always been a chance for the treat to be at its original spawn point (behind the inn) - however there is occassions where it has not spawned, and you will need to complete this quest, in such case go upstairs in the inn and purchase a Silken Thread, go down to the officer, redeem for a treat, and feed to Fei Fei.
You usually don't have to follow said dog around, and in 30 or so seconds the mount behind the inn will spawn.
I had a friend who was confused that it wasn't there because all of the guides and people in Hellfire told him it would be there. It wasn't, and he had to do the quest.

No need to even buy the thread it seems, I was able to loot the prayer beads without even giving the biscuit to the new, adorable Fei Fei.
