These dragons should not be summoned or attempted unless you have a complete 5-man group. 5 70's in average gear should not have any trouble.

When you kill the dragon, EVERYONE IN YOUR GROUP can loot the scale-- so you don't need to worry about rolling on them.

The 4 scales combine to form a blue cloak with a random enchantment on it. Simply collect all 4 scales and right-click one of them to make the cloak.

Easily soloable as a Level 80 hunter as of Patch 3.1.
Killed him with no problem on April 19. 2009.

Location is his Liar where you get him to come down by smashing an
Egg which requires 35 apexis shards. If you look at your map of The Blades
Edge Mountains where it reads "THE CRYSTAL SPINE" far north, the location is
below the letter "I" in SPINE where it meets the border of that sub region.

This is the macro I use to get Map Coordinates that people like to use :

One out of four scales you'll have to combine to create the Cape de fils de l'Aile de mort.

Here's how you spawn the dragons/create the item:

Acquire 140 x Éclat apogides (each egg takes 35 x Éclat apogides to "activate").
Click on the following eggs located in the west and north parts of Les Tranchantes:
Œuf de Clivenuit (summons Clivenuit; drops Ecaille de Clivenuit en onyx).
Œuf d'Obsidia (summons Obsidia; drops Ecaille d'Obsidia).
Œuf d'Insidion (summons Insidion; drops Ecaille d'ébène d'Insidion).
Œuf d'Aile-furie (summons Aile-furie; drops Ecaille de jais d'Aile-furie).
Slay the dragons and loot the scales they drop.
Combine all four scales (Coudre les écailles), to create the Cape de fils de l'Aile de mort.

Here's a map for all the eggs, or rather, the exact TomTom co-ordinations:
