This currently does not work as described in the UDE loot preview. It was supposed to produce either a zeppelin or a gyrocopter with a 50% chance for either, and you were supposed to be able to save them in your bags and send them flying all at once. It is only producing a gyrocopter, and you can only have one in your bags.

Where does it come from and how hard is it to get?
The Paper Flying Machine Kit comes from the World of Warcraft TCG (trading card game)

Distribution: March of the Legion booster boxes contain 24 boosters and cost approx $60 USD (inc. shipping), therefore the average cost of obtaining this particular loot is $303.00. This was the first expansion that had increased loot distribution.

How much would I expect to pay for one off eBay or similar?
According to http://www.wowtcgloot.com/paper_flying_machine_kit.htm (most information sourced from there), the lowest Buy It Now price starts around $20 USD upwards to $32 USD, with the average quantity listed hovering around 20 items.

Facts:

Characters may possess up to five Paper Flying Machines in a single stack.
The Paper Flying Machine has a minimum range, so a player may need to go long in order to toss it.
When thrown, the Paper Flying Machine takes a looping and veering path to the target, and will follow if they move.
Useable at any level and therefore available for twinks.

How do the Loot cards work?
Loot cards are special rare versions of WoW TCG cards found in booster packs, starter decks, and raid decks that have a revealable unique code. Once this protective layer concealing the code is scratched away, a 25 digit promotion code is revealed that can be entered into the Blizzard offical promotions page. These codes work for both US and EU servers.

I have the 25 digit loot code, now what?
All accounts from every region in the world use http://www.worldofwarcraft.com/misc/promotion.html to redeem any and all special loot. This webpage allows you to enter the 25 digit promotion code and also select the region and realm for the character that will receive the loot item.

Upon succcessfuly submitting the above information, you will be presented with an in-game code. Write this code down or print it out; you will need it to retrieve your item. Log into the game with the character that is to receive the item and travel to Booty Bay in Stranglethorn Vale. There, you will need to find a goblin by the name of Landro Longshot. He is located on the lower parts of Booty Bay on the docks, and should be easily recognised due to the fact that he has a distinctive purple shirt and two body guards next to him.

When you find Landro, he will first ask if you are here for a promotion, and then ask you which TCG expansion your item comes from (or Points Redemption); check your loot card if you are not sure which item that is. Ensure you have got bag space to hold the item!

Pulled this from a March of the Legion booster pack, after collecting 40 overall boosters. Makes for a lot of fun, both in throwing the planes to random people and in RP.

I have one of these on the Spinebreaker server (Horde). Quite a bit of fun, makes waiting times whilst guildies run back from graveyard a little more bearable.

Adds a bit of interest when you chuck them randomly around in Org. Good for you and m8's to see how long you can keep away from them when traveling on your mount.

When I first tried to redeem this item I had problems. I entered the in-game code that I got from the website but nothing seemed to happen and I didn't have the item in my bags or my mail.

Contacted a GM, he had me close out wow, delete my Interface, WTF, and Cache folders in the c:\program files\wow directory, restart the comp, and try again, and it worked.

So if you are having problems getting this try doing that.

Is there a use-limit on this item? Like, if you can only create X-amount of air-planes, and then you will need to get another .
Or can you create as many air-planes as you wish?

Other than the loot card itself, this will be obtainable with the Mists of Pandaria expansion pack through the Black Market Auction House. Be prepared to pay big for it!

This toy conjures garbage that you can throw to a friendly player to clutter his inventory, so if you want to piss someone off, this toy is for you. Got it off the BMAH for 110k.

Toys is on the BMAH on EU serveur 14/03/2023, I had a bidding war with a dude from 15k to 50k ish then he just upped to 200k lol %^&* me.
