The npc is Tydormu .

Turn the boots, bracers, belt tokens in at Isle of Quel'Danas.
NPC name is Theremis and is located in Sun's Reach Harbor on the boat.

If you don't need it, just vendor the token itself, because created bracers are not sellable and Vindicator's bracers sell for less.

FOR PLATERS: If you are only missing the PULSES / WIRST to complete the set Armure de porteur de Lumière, and consequently this achievement Noir c’est noir, you won't need to drop it from any boss, just buy the item Garde d'Uther in Legion, with the coins Essence d’éveil which will count to set.
