The best place I know for this is the Hibernal Cave in Storm Peaks. If you are low level you can try the cave on north Dragonblight.

The Roaming Jormungar in Storm Peaks have ~25% drop, I just got 12 in 50 kills.

This, Nerubian Chitin and Icy Dragonscale are the equivalents of the Clefthoof and similar leather from BC.

Arctic Fur is the real expensive and rare drop.

Best way to farm these (very situational, as it depends on whether you've quested in Dragonblight before)

Do Quests up to Hard to Swallow. Don't turn the quest in - just use the dynamite provided to farm the scales from the worms. Got nine in about 20 minutes =)

I've been farming the Tunneler's just west of the quest givers near the Crystal Vice. Might not be the best drop rate, but I'm seeing them about 1 in 5 kills. The mobs are also relatively low level, isolated, and weak.

a great spot to farm this and also a great spot to farm borean leather is inside and outside of a cave in stormpeaks.
coords are 46-55.

Actually they're named after one of the children of Loki, (who Blizz call Loken in WoW), that was called Jörmungandr, which is a snake.

On some servers these are useless for selling on AH as they go for 20-25g a stack and with auction house taking 5% and it costs 6 gold to put 20 of these on for 24 hours with the risk of loosing the 6 gold if not getting sold

You can get more from vendoring them for 20g a stack..

I think WoW took the name from Jörmungandr which was a giant serpent in Norse mythology. The great serpent encircled Midgrad and was known for an epic tale of fishing with Thor. The story goes and I'm being brief with it. Hymir a giant went fishing with Thor and it was like a contest seeing who could catch the biggest fish. Thor using a giant head of an ox because Hymir refuse to give Thor bait fished way beyond comforts of land. They row where the legendary Jörmungandr lies and fearful Hymir warned Thor of the creature. Not really caring Thor throw in his line and behold he hooks Jörmungandr the fight was epic. The great serpent suppose dragged Thor all the way through the boat to the bottom of the ocean in some instances and other saying when Jörmungandr arose you could see the gigantic serpent and venomns overflowing from it's mouth. Hymir grew pale white due to the fearful site of Jörmungandr and as Thor was trying too reel in Jörmungandr. Hymir snap the line and in doing so angered Thor. Which Thor in returned hit Hymir with Mjöllnir in doing so. Love mythology so thought I share the story with ya.

Just sold 5 of these for 15g each, you got to have luck and great timing while selling. Jormungar leg armors were selling for 20g at the same moment, guess i must have been lucky

For those of you that don't speak WoW and just think in real terms and literal language.. what all these people talking about drops mean is that they can be skinned, with leatherworking skill, these critters do not DROP J.scales as may be read from these posts, so no you cant farm your own mats if you are like me and wanted some mats for some enhancements.

I have been farming these for the last hour & only skinned 5, need a fair few, the drop rate isn't that good, but on a brighter not, I'm also picking up Borean Leather which I also need for my Leathworking. If anyone finds a better place to farm, with a better drop rate, please post :)

A great, highly farmable source of these is Jormungar vorace in the "Hibernal Cavern". They, of course also drop Cuir boréen, Fourrure arctique, Viande de ver, and Viande glacée, though all but Viande de ver are probably better farmed elsewhere. :)

Farming these from Ravenous Jormungar in Storm Peaks actually has a much lower drop rate than the shown 25%. But since up to 6 can drop at once the kill/loot ratio may be closer to the 25% indicated.

It took me about 4 times of clearing the entire cave they are in to get the 12 scales I needed. Around 75 kills.

There are 2 main caves to farm these scales. The first is the cave at The Crystal Vice, which is located in a crevasse just west of the very north end of the Path of the Titans in northern Dragonblight. The cave entrance is at coordinates (57.0, 12.0). There are Ice Heart Jormungar Feeders and their children, Ice Heart Jormungar Spawn patrolling the cave and the path outside leading to it. These are level 72 worms and are pretty easy to kill as a lvl 77 rogue, especially the little ones. Just watch out for the boss worm at the back of the cave. One pass through the cave and I collected 5 Jormungar Scales. That includes 2 that dropped when I skinned a couple worm corpses left behind by someone else.

The second cave is the Hibernal Cavern, which is located in the west wall of the Valley of Ancient Winters in centralish Storm Peaks. The cave entrance is located at coordinates (56.0, 64.0). Inside this cave you will find level 79 Ravenous Jormungar sharing breathing air with Icemaw Bears. In a comparable time period here I collected 6 Jormungar Scales. Because these worms are level 79 and the fact you have to deal with the occasional bears, I found it much easier (at my level) to farm the scales at the first cave at The Crystal Vice. The first cave is located much closer to Dalaran than the second cave, which is also a plus.

Since farming can be so random, I decided to go back to The Crystal Vice cave and do another full clear run. This time I put a stopwatch on it and it took just over 20 minutes to clear the cave all the way to the back and then again all the way back out to the front. I collected 8 more Jormungar Scales. So overall, in about one hour of farming, I ended up with 19 of the Jormungar Scales, along with plenty of Borean Leather, Borean Leather Scraps, Worm Meat and Chilled Meat, several greens and even a blue, which dropped regularly off all the worms in both caves. I did this as a regularly questing geared lvl 77 rogue with the skinning and leatherworking professions. I got to craft myself a set of Armure de jambe du jormungar out of it! If I decide to farm any more of these scales, I will definitely go back to the The Crystal Vice cave, at least until I gain a few more levels.

Note: An hour after posting this, I decided to run The Crystal Vice cave one last time. This last run took more like 25 minutes, and I got 6 more Jormungar Scales. Three runs through The Crystal Vice cave netted me a total of 19 Jormungar Scales. Not too bad, I figure.

Nowadays, if you are not able to Realm Hop or don't want to, the best way to farm it is by killing Winter Jormungar in Ulduar.

You can save your raid lockout after Kologarn, to farm it resetting trash, or just do one clear when needing some scales.

I'm getting a average of 20x Scales for each clear.

After farming these for several days using the information here, I thought I would add updated information. As of today, I found Crystal Vice in Dragonblight to be the best place to farm these. I don't have statistics for you, but I never found myself yelling, "Are you kidding me? I've only gotten one more?" ;)

I can make a run through the cave (entrance at 56,12), then run through the paths between the cliffs and the plain south of the cliffs, then back to the cave. The plain has quick respawning Elite jormungars that have an excellent drop rate. I got more scales in an hour in Crystal Vice than I did in all the other locations combined over several hours. The drop rate for Arctic fur is also decent.
