Scroll of Enchant Chest - Major Resilience vs Rugged Armor Kit
(which reduces damage by more).

First note the Rugged Armor Kit costs much less about 5g vs about 80g for mats for the Scroll of Enchant Chest - Major Resilience
(or wowhead suggests 180g to buy a scroll already made in the AH)
so since we know which is cheaper the question remains, which reduces damage by more and by how much.

This is what I found for a level 43 player.

1. Total armor before either armor kit or resilience:
Character Info > Defense > Armor: Reduces Physical Damage taken by 26.71%
Character Info > Defense > Resilience: 0

2. Total armor after Rugged Armor Kit:
Character Info > Defense > Armor: Reduces Physical Damage taken by 27.24% (an increase of 0.53%)
Character Info > Defense > Resilience: 0

3. Total armor and reseilience after replacing kit on chest with Scroll of Enchant Chest - Major Resilience:
Character Info > Defense > Armor: Reduces Physical Damage taken by 26.71% (goes back down because replaced with resilience)
Character Info > Defense > Resilience: Provides 2.77% damage reduction against all damage done by players and their pets or minions

So it looks like Scroll of Enchant Chest - Major Resilience will provide more damage reduction
at level 43 (2.77%) than a Rugged Armor Kit (0.53%), especially considering it reduces against all damage done
instead of just physical damage (like the armor kit). However it should be noted for a hunter the armor kit
will reduce the physical damage your pet receives too, so you can take that into consideration too if you want.
