Drop rate at camp at 23.53 is about 35-45%.

Well the Eye has a far higher droprate from the mob called Brutus driving one of the ships. I think it might actually be a 100% drop when you have the quest.

If you haven't done The Bane of Many A Pirate and you want to keep your Bloodsail rep as high as possible, wait until you're doing that quest to get Snuff, as the mobs that spawn when you collect limes drop Snuff, but don't drop your Bloodsail rep. You can get the lime quest after you finish Seeing Where Your Loyalties Lie - look at that quest for the chain it's in.
