The keys for the trunk this quest item is contained in can only be obtained if you are doing the daily quest Intelligence Gathering. The keys do not drop unless you have the daily.

Bear in mind, the drop rate from the trunks is much better than 5%, as the number listed here takes into account every trunk, even those opened by people who have already found this note. On two characters, both have found this note in the very first trunk they opened.

I feel sooooo stupid.

Spent 29 titanium keys before going here to read up... Then realized i wasn't on the quest for intelligence gathering...

Well.. Gonna wait until tomorrow and see if i get it =)

Confirmed, just picked up the quest: "intelligence gathering" and I was able to pick up the quest in the very first box, don't know whether it was just by luck.

Also, quest counts towards "Icecrown: The Final Goal" achievement

I read alot of comments that you can only get the quest from a glittering box and if you don't get it before you finished the Intelligence Gathering daily you have to abandon and retake it etc... I just got my Note of the Grand Admiral from a box that did NOT glitter (while the daily was up).
