The item tooltip still says "Requires Level 45", but 2.3 seems to have lowered that. I just picked up the quest from the note at 43.

I got the note at lvl 40 on my second bottle. Still requires lvl 45, though.

I am level 41 and cannot start it, so 42 is confirmed. Requires 42 to start.

These bottles are all along the shoreline, and they don't have sparkles above them to draw your attention. I'd never noticed them before, but once I started looking for the, I found 4-5 of them by the time I'd ran down from Ruins of Aboraz to the path through to Booty Bay. 5 Bottles later, I had the Carefully Folded Note.

All the bottles I found were within a metre or two of the water, right along the shore.

Each time I found it, it was around 37,67.5 area. That is also where that giant, Gorlash is.
I was in a group with someone and only one of us picked it up.
We were somewhat sure it was after doing the quest with gorlash.

We both wanted to do the quest, so we looked around the beach and by the ruins, and then finally went back to the giant and there it was very close to the water.

We just waited until he got far enough away to grab it.
We killed him once, but we'd gotten lazy.

Can anyone confirm whether or not this can drop anywhere since the bottles are no longer clickable?

At one time, you could acquire this from Bouteille à moitié ensevelie on the east coast of Cap Strangleronce. The item began the quest Le message dans la bouteille. The bottle itself now acts as the questgiver without the need for an object in between.
