The 51% drop rate doesn't seem very accurate. More like 30ish for me every time I've done the quest. You need 5 to be able to get enough eggs

Drop rate is reasonable but these mobs are heavily competed for on my server, especially during peak hours. I just went there during a quiet spell and farmed 15 of these items, with the vain hope of being able to save some for tomorrow's daily. Doesn't work :( Although you can get more than the (minimum of) 5 required items, you will lose all your surplus when you hand in the quest.

Elementary maths note!: You can get away with just 5 of the items as long as you only use them to target the groups of 6 eggs. Beware there are groups of 5 eggs that obviously mean you'd require more than 5 Frost Oils.

The droprates are completely insane! i've cleared the village about three times and i have yet to see a single frost oil.
