This is the uncommon pigment made when you mill for nether pigment. During beta build 8885, I got one uncommon pigment around 40-50% of the time while milling nether pigment.

Every time I got an ebon pigment, I only got one. From my experience, the chance of getting more than one is very rare.

Outland herbs used to make it:

Ancient Lichen
Dreaming Glory
Felweed
Flame Cap
Mana Thistle
Netherbloom
Nightmare Vine
Ragveil
Terocone

After 3.0.2 on live I milled *felweed only* and received 94 Nether Pigment and only 4 Ebon Pigment.

Hopefully either I was very unlucky, or the rate is higher when you mill higher level outland herbs.

While the Proc is Uncommon (at best), you can obtain more than one Ebon Pigment when milling outland herbs.

I was fortunate enough to get 3x pigment once and many 1x occurances.

I found the occurance around 1-3 per stack of 20 herbs. On average i would say about 1-2 per stack if i were to put my money on it.
