Confirmed, dropped for me today off a Cultist Shard Watcher in Icecrown.

The Shard Watchers are an extremely limited spawn, and don't repop too quickly. I tended to clear out all three spots and then go about my questing, coming back a bit later.

Took me 4-5 clears to get it.

Here are the mobs that drop resist recipes for Alchemy (mighty protection potion), Enchanting (cloak enchant), and Leatherworking (fur lining):

Damned Apothecary (Frost)
Cult Alchemist (Nature)
Cultist Shard Watcher (Shadow)
Skeletal Runesmith (Fire)

Likely coincidental, but its possible the drop rate is higher in 3.1, got this and 3 of the other 4 resist linings (had the fire resist a long time ago) after killing only 60 or so of the required mobs altogether.

Dropped at first kill. Actually, I cleared all the camp to get it and then loted the first mob, so I wasted some time. Im afraid that the only use of this item is that Fur Lining patterns look good in Leatherworking tab.

Currently an entirely viable way to get some extra Shadow Resistance on your gear for the Achievement for Festergut. http://www.wowhead.com/?achievement=4577
Using this shouldn't gimp your dps much at all, unlike having to wear actual (possibly green) gear with shadow resist stats on it, which would be a terrible idea in a DPS race like Festergut.

This is the worst pattern to farm, only 15 cultist up at the same time and drop rate is terrible low, killed 118 of them without seeing it

This pattern drops from the Cultist Shard Watchers. 15 of these mobs can be up at any one time. They live in 3 packs on the bridge of Corp'rethar. Two packs of four each are on the lower level of the bridge - one on either end of the bridge. One pack with the remaining 7 is on the top level in the center of the bridge.

At level 85, you can get in melee range with one and not aggro the rest. Additionally, there are elite mobs that patrol along the bridge and off the sides of the bridge, but at 85 when you're in melee range of the Shard Watchers, you're in aggro range of the elites.

I was able to kill the Shard Watchers far quicker than they respawn, so you should plan on having a significant amount of downtime in between respawns.

It took me 159 kills to get the pattern.

Along the way I picked up about 15 Green BoE's, several stacks of Frostweave Cloth and even a Damaged Necklace!
