Exactly the same buff as Arcane Intellect.

Visual Differences are -

On the mage casting, an arcane blast casting effect.

On the person getting buffed. A light red "Kirin'Tor eye" animation.

I found a limited supply on Endora Moorehead <Magical Goods>, in the "Sisters Sorcerous" shop outside the Silver Enclave in Dalaran.

The Int book was 451g25s, the Brilliance book was 475.

What has added greatly to the confusion is a post by one of the Blizzard moderators several weeks before the expansion. The post made a specific comment about the Tome of Dalaran Intelligence and Brilliance calling them the top level for the arcane brilliance and Intellect spells. I think most including myself read that as the books were required to reach top level. Searching back I found the post again and noticed it had been edited and the wording changed making it much clearer what the books were. It's unfortunate however that that poorly worded post by a Blizzard moderator is going to result in people forking out a lot of gold for something that they don't need.

I want to try to clarify all of the confusion.

This is not needed in order to have the best level of Arcane Intellect, which you learn at a mage trainer like normal. The effects of learning this tome are purely for looks, and looks alone.

This is the same for Arcane Brilliance, Tome of Dalaran Brilliance is not needed in order to have the best level of this spell.

I also noticed that the range for Dalaran Brilliance is 40 yrds instead of the standard Arcane Brilliance range of 30 yrds.

It might be obvious as it doesn't say Bind On Pickup/Soulbound on the item but you can buy Tome of Dalaran Brilliance & Tome of Polymorph: Black Cat on any toon that is exalted with Kirin Tor and send it to your mage as it drops the price to 332g50s & 1750g respectively. Patch 5.4.2

Deprecated and removed in Legion due to the general removal of raid buffs, including Arcane Brilliance and its Dalaran flavor variant.

Glyph of Arcane Language still works the same as if you were casting Arcane brilliance.
