These don't seem to work when used at the Naga Shrine in the quest Naga Power Stone. I wasted two there, unfortunately, trying to nail the two Spitelash Priestesses who guard it.

There used to be a repeatable/daily quest to get more of them, but they disabled it before 4.0 went live.

so if you complete the quest and you still have it as a quest item can you destroy it with no penalty?

This item does absolutly nothing! You use the item in an area on Storm Cliffs where the naga are and all that happens is a red beacon appears and then...nothing. no artillery strikes at any naga at all. Useless.

As of 6.2.3, these items still remain in the bag once the quest has been completed, even though many quests have been adjusted to remove associated quest items upon completion or abandoning them.
