The fragments can be confusing, and for good reason!

Staff fragments look identical to small bone like objects, scan carefully for bones on the ground around the location where elementals are spawning and you'll find one. With a feeding frenzy of questers this point in time it is going to be quite difficult to find many so the best thing to do is just camp the location of the one and wait for it to respawn eight times. This may sound tedious but is faster than hunting for them, unless you're lucky or there aren't many people around.

Look around all of the charred areas for these. Not easy to spot, but there are a whole lot more in the burning areas.

For the ground spawns most people go to the charred area just north of the quest giver or the area with Baron Geddon. There's actually a third spot with more ground spawns and fast respawn at 44,33. Make sure to use that one.
