I didn't realize it until I tried to equip them both, but you cannot use both the normal and heroic versions of this trinket at the same time. "Unique-Equipped" applies.

I won this on my enhancement shaman (greed roll!).

Since we need a lot of hit for raiding, and spellpower increases our special attacks, wouldn't this be a pretty okay trinket? I don't see Left eye of rajh dropping for me anytime soon (and I already got the key to the endless chamber).

I tested this and got an average CD of 48 as a destro lock with 17% haste (self buffed), so the real CD will be similar for dot based classes.Realistically it will give an avg bonus between 340-370 SP for the above classes, lower for non dot-based classes and higher if you have more haste (which is very likely in a raid environment)
