As of patch 4.06 there is a chest near the start of gnomeregan that contains these, letting you get these without the quests and also allowing horde characters to obtain this item.

You could say I'm somewhat resentful of these. They incite most players to completely skip about half of the bosses in Gnomeregan, and boss skipping is something I find agitating.
